And Carter, that's when the increase actually started. Before that you had big cutbacks, before that you had a lot of spending but on prosecuting Vietnam not modernizing and setting up the military to perform well long term.

After that you had the big cut which was enabled by the later Carter/Reagan/Bush build up (mostly Reagan) both in that the buildup helped bring an end to the cold war, and that it developed new weapon systems and replaced old ones which meant less R&D and equipment purchase was needed later on.

All of which wasn't large enough for a long enough period of time to change the general trend that the military is getting less and less of the federal budget. It was a blip in that longer term trend.
