Gorbachev moving towards more openness (in an effort to save the USSR and the Soviet Communist Party not destroy them but he can get credit for unintended consequences), and then the people who took advantage of that opening to move against communism and the Soviet Empire, are the ones who ended the Cold War. But part of the reason for the move towards openess was the feeling that the Soviets wouldn't be able to keep up with the American buildup (most of all SDI, but general defense buildup as well). That's only part. I wouldn't make a claim along the lines of "its clear that without the buildup the USSR would still be there" or something like that. The system was failing. But the defense buildup was one additional factor pushing it off the cliff.

And the other part I mentioned was also important. The development and deployment of new weapons systems help allow for better control over the defense budget later. The US Navy still had some ships from WWII in service when Reagan took over.
