It wasn't an issue of Russian voters. Its about the changes that happened earlier that allowed them to protest against and sometimes vote against the communists. Without those changes there were no Russian voters unless you count people who get to vote for one candidate or a small number of approved candidates as actually voting in any meaningful way.
