What's left is "free elections."

No that came later. Even if one assumes that the buildup had not impact on the decision to allow more openness and reform, you have a decision to allow more openness and reform. Later elections having an actual impact rather than merely being a way to rubber stamp a predetermine conclusions where one of the results of the move to openness and reform not the cause of it.
