Murder rates are not the same as gun-related rates and we're talking about gun laws that work.

If it doesn't cut down the murder rate then it doesn't work.

If you have a town of 10000 people and every year two of them are murdered both with guns, then you pass some gun control law and after that every year one is shot dead and one is murdered by some other method, you didn't accomplish anything of importance even though you've cut the gun murder rate in half.

Gun deaths is an even worse choice for criteria then gun murder. Disarming someone who would have used a gun to defend themselves from a murderous criminal, may reduce the gun death totals, but its a worse situation than if they had not been disarmed.
