So 14 percent not 54 percent.

Throw in the Department of Energy's nuclear weapons related programs gets you to about 14 and a third percent.

Toss in the Department of Veterans Affairs - Its social not directly military, but its for people who were in the military and wouldn't need to exist without the military. Perhaps a bigger objection is that its for past military activity nor present. But still I'll add it in anyway. Now your up to about 16 and a third.

Lets try to stretch things... Throw in the Coast Guard (even though its under Homeland Security not Defense, and it mostly does, rescues, inspections, and law enforcement). Now your up to about 16 and a half percent.
