We had a similar experience here in my little town. In response to demands, the City allowed the creation of a campground. It soon was overrun by vagrants and drug users. I saw all manner of low lifes on the street with backpacks. Word was out to come to Walla Walla because there's lots of free food and a free campground.

City closed it down and established a "sleeping center." It has conestoga wagon type semi-permanent accommodations. People have to be out by 8:00 am and can't come back until 6:00 pm. No drugs or alcohol. Rules are strictly enforced. Most of the vagrant types moved on when it became apparent that the free, easy ride was over.
