Do you think implementing sewer systems was more important that discovering bacteria caused illness and their necessity?

We had to discover the concept of Republics. We had settled down for 10,000 years before the Greeks figured it out. Imagine if people had figured it out 10,000 years earlier, but they didn't because it took a critical mass of intellect to do that.

And it was only then that republics started to rise and could be implemented. which is was in various forms over the next 3,000 years.
