IRAs are invested to get real returns. (They might be poorly invested and have a negative return but if so you won't get more back out of them then you put in.)

Social Security is the government shuffling money around not investing it for real return. The government paying interest to itself isn't a real return. There are arguments against (and arguments for) the government not going for actual investments here. I'm not trying to make either. I'm pointing out what is, not what should be.
