Paid to by the federal government to the federal government. So the feds aren't any poorer or richer from the payment.

The SSA is not some external entity to the federal government. Its part of it. Shuffling money around between the parts doesn't represent a liability for or a store of wealth for the whole. It also doesn't produce a real return, or (beyond the relatively minuscule cost to account for it) a real cost for the whole.
