You continue to fail to paint the entire picture. The entire picture for the alternate path is that the SS Fund invests elsewhere getting a certain return, and the General Fund borrows elsewhere paying a certain rate.

1) A borrows from B on terms X (both owned by the same entity)

2) A borrows from C on terms Y, B lends to D terms Z. (A & B both owned by the same entity, C and D unrelated to A & B)

Which is better, 1 or 2 that is the question to ask. You are failing to ask this question, instead stuck in an endless loop that the transaction in 1) is FAKE NEWS! It is no more fake then 2). The question is which is better?
