A specific setup for funding with an internal or external source of funds may work out better than another arrangement. But that's not the key point its a secondary one, and it doesn't refute in any way anything I said.

All else being equal moving money around within different funds doesn't itself create wealth.

Sure my paying down my 401K loan has some real world results, I have more in a tax deferred account, I'm less subject to penalties for not paying it back (down to zero when its totally paid down). So that movement of funds can be beneficial, but that's because its not the case that all else is equal. If it was all equal. If every fund I could put the money in had the same treatment, then it wouldn't matter where I put the money. Shifting it around would not make me any richer or poorer. And even in the real world were different rules are applied depending on how I move my money, the shift doesn't make me richer or poorer in direct terms its what rules are applied, or what I decide to do with the money in each fund that makes the difference.

And its more equal for SS. The feds control the laws so they don't give themselves any penalty charges in the laws. They don't pay taxes to themselves so tax deferral doesn't mater.
