All else being equal moving money around within different funds doesn't itself create wealth.

The question is whether it is better or worse than doing it another way. You keep failing to ask what the alternative is. Moving money around internally might damn well be better than the alternative, of moving money around externally. That is the only relevant question. Both options might in fact be exactly net zero. That is completely irrelevant as a topic.
