Having the government help buy insurance is cheaper than paying for the care of the poor etc.

That's not nearly as solid of proposition as you think it is. In fact its a rather questionable assumption. But lets for the sake of argument accept it for a moment.

It doesn't get you where you think it does. The ACA is a lot more than "helping people buy insurance" So accepting that "helping people buy insurance reduces health care costs" doesn't get you to "the ACA lowers health care costs".

But now lets go out on an unsupported limb and assume the ACA does lower health care costs. There really no good reason to think it does, but I'll go with it for this post.

That still doesn't get you to "the ACA lowers the cost of federal government health care related payments". And in fact essentially all the analysis done of the ACA shows it does increase federal government costs/spending.

After the gop passed their drug plan (which was never paid for) there were around 1000 fixes needed and Dems helped pass those fixes

The big thing the Dems did was remove the "doughnut hole", which directly increased government spending, and indirectly put upward pressure on total (and government) spending by increasing cost isolation for those seeking to get drugs.

You can argue that all this additional spending is worth it. That the results are wonderful and well worth the money etc. But that would be a different question, I'm just pointing out that it does increase government spending.
