If AMAT is lowering revenue guidance and saying NAND spending especially is going down, you would think that stocks like Micron would go up right?

Decreased NAND spending does not make semiconductor stocks go up. It does negatively impact AMAT, whose revenues rely on NAND spending. In any event, AMAT never said that NAND spending is "going down." They said:

"While we have reduced our expectations for NAND investments in 2018, we still see spending being similar to last year’s high levels."
