Let Zhou tend to the economy. Jiang needs to get out to the provinces and deliver some painfully clear dialogue about just what the state of the People's Republic is.

I recall Argentina's President Menem, prior to the last election, declaring how HE COULD SAY his election would bring more federal programs and better times for all. "But where would I get the money?" were his exact words.
