I see the words "may have." That's not as definitive as you'd like it to be.

And that alleged total .... are you claiming AQ killed less than 40 in Yemen? How could you know? It's Al Qaeda, they've probably stoned more women than that ..... just counting at wedding parties.

American drones strikes may have killed as many as 40 Yemeni civilians over the past year, ....
