My wife is part of the team that runs and puts on the TEDx events in our town. Two years ago we had a gentleman on the stage that runs a software company that develops code to help address this problem. He gave an example during his 15 minute talk where his software actually keeps the party calling on the line and tries to stall/aggravate them till they give up. The talk is well worth watching and you will get a laugh out of what happens when the bad guys get frustrated! youtube.com
