i guess in such manner china-jointly-funded labs engage w/ global talents all over

what the elmats do not and cannot comprehend is that there are many wonderful ways to collaborate on a lot of projects

what is the point of hiring 'foreign' talents into the tens of thousands of china-based labs when such labs essentially operate in a language foreign to most 'foreigners', whereas the chinese researchers in 'foreign' labs can for the most part either operate or quickly learn to operate in whatever the language of the lab

the elmats do not get that there is an asymmetry in china science and sino tech due to language barrier that allows more knowhow to flow one way rather than the other way

also, the china-based labs pay the staff so much less than would labs based in usa and europe, so it is also impractical to ... etc etc

but of course, over time, the one-way nature of the knowhow membrane and the purchasing parity cost fact adds up, which again the elmats fail to appreciate

the elmats just believe that practical to any given sector of endeavour, china is running out of arms and legs

brazil has plenty of arms and legs, and we might guess at how many 'foreign' talents are in brazilian labs doing what? i would wager there are more ethnic chinese working in brazilian labs than there are brazilians working in chinese labs, and the truth has to do w/ neither language nor cost
