Will Windows recognize his grossly out of date machine.... and start the updating process..... just by his plugging it in, connecting to the library's internet access and stand by? Will he need to walk it through any kind of handshake with Windows? He believes he has Win 10 on the machine, just NONE of the updates.

IMO, if he has "check for automatic updates" activated it should check for updates....but he had better get a big book. It does not always check when you want it to, even if you direct it to go check now.

I update my small travel netbook once a year for vacation. Often I have to leave it plugged in for a day or two to make sure everything gets done. It seems that sometimes the screensaver or long inactivity will stop the updates. It still runs on Windows 7 Starter. Then the other aps (Firefox, Edge, etc) can take over for updates just like a cellphone does.

His best bet might be to leave it at your house with the WiFi on for several days.
