I just went through this with a new company and an older laptop which had not been used for months which I was handed. Spent several evenings clicking through extended updates to Win 10. Apparently it does need to work through the full prior sequence of updates because the latest is not stand-alone.

Started getting serious freezing issues running Xactimate 28 (an estimating program which is a renowned memory hog) which were diagnosed by IT as update digestion issues. Since my box was also a 32 bit machine they are now issuing a shiny new 64 bit laptop for me to mess around with next week. No doubt that will also require updates although a new machine.
