Apple is seeking to require that QTL license modem IP to modem sellers. QTL denies that its FRAND commitments to ETSI require that, and they instead chose not to enforce their patents against modem sellers, opting to collect at the device level. Either way, only 10% of their IP would be affected if modem-level licenses were required. They would still enforce device level royalties for other IP, and there's no requirement that they license their non-SEP IP to anyone, on terms they don't agree to.
