First off, let's define why people are are social programs. Many of the working poor don't make enough money to survive so taxpayers subsidize the low wages of their employers. Wal Mart spent decades paying people $7.25 and depending on taxpayers to pay their workers enough to survive on. Wal Mart gave away nearly $100 billion in stock buybacks to investors but couldn't pay its workers the money they earned.
