I would argue the polar opposite. If Q rolls its SEP royalty into its ICs, it can throw in its non-SEP IPs for free, which it has every right to do. Then it can license its SEP to modem manufacturers like Intel, Mediatek, Spreadtrum, Huawei etc. on a FRANDly basis, commensurate with what it can justify as the royalty it priced into its own modems. If Intel, Mediatek et al want access to Q's performance enhancing but non-SEP IPs, well, they are going to have to pay through the nose! Since they are non-SEP, hence work-arounds, Q is free to charge whatever they want.

Imagine how soon these pesky competitors will disappear!
