The industry voluntarily chose consolidation of royalties at the device level decades ago, because the price charged by device sellers was better able to absorb the cost of IP, and pass it on to consumers without impact. Administratively, it was the most efficient way to audit and account for the revenues owed, and paid.There is simply no feasible nor good alternative, and no need to seek one, in the absence of judicial mandate, which will take years of contentious litigation and a complete victory by those seeking to destroy the existing system. ETSI didn't, and the EU IP policy doesn't, require it.
