Marcos, the announcement appears to be good news to me.
As for the share price, it's a small cap and wall street manipulates small caps all the time with inside information they get. The government agencies are populated with people from Wall St and they only do what's good for Wall St (and for their big company customers.)
When I saw the price dropping over the past few weeks I was all but certain that there was good news coming.
