"Being an asshole" and saving SS are not mutually exclusive. Raygun was able to do both. Since you mentioned the state, he was also able to go after Berkeley and pass clean air legislation at the same time. His assholiness even made him do good things for bad reasons. Our gun control laws go back to his fear of Blacks with guns.
