Wharf can correct me if I am wrong but in California our State Constitution creates the Office of Attorney General as a separate Constitutional Office, independent from the executive branch and governor to ensure that the office is not subject to undue influence or constraint. So if Dersh was alluding that the US Constitution got it wrong by placing the AG under the executive then maybe. I did not read his comments in full or in the context he gave to be sure of his meaning.
