Yeah, it does. As to the suspension of the war games, Trump has already done some of that. Part of the games were cancelled at Kim's behest. And with nothing reciprocal from NK. Now it can be argued that was done as a sign of good faith. But giving up things unilaterally before negotiations even start was supposed to have been the major sin that Obama committed. That the way to negotiate from strength is to have a long list of preconditions to be met before negotiations can start.

So here we are,agreeing to preconditions before the negotiations start. Who is negotiating from a position of strength again?
