Before Canada gets rid of their tariffs on US milk, the US will have to get rid of government subsidies on dairy products.

And that is extremely unlikely to happen. I dunno if you ever followed any of the fights over the decades on farm subsidies. But they can be brutal. Large agricorps spend lots of money in Congress.
