He ignores the option of raising the cap on the wealthy.

I noticed that. I would completely remove the cap and means-test the program. I would do the same for a basic income if it is ever adopted.

I would also begin inching up the retirement age. The rub on the last item is that some jobs physically eat people up by the time they hit their 60s. Of course, automation will be eliminating a lot of those jobs.

Both parties are gutless. Few of them even want to talk about entitlement reform. It is the proverbial third rail of American politics.
