It takes time and NK started before Bush came along. Carter, operating as a self appointed diplomat brokered a deal that helped NK.

BTW Carter also intervened to act as a certifier of a Venezuelan election that a leftist dictator stole. So Carter continued to be a blight on the world long after he left office.
