Maybe he was afraid of ending up being tried in Hague like Milosevic. OTOH maybe our bombardment destroyed a lot of his weapons and then there are the shipments to Syria. I do believe Saddam knew he wouldn't be able to hold off the invasion and he didn't want to be caught with WMDs.
