At the time it was the food chain for the cheap labor force companies were so desperate for.
They won't tell you that because it politically incorrect. Republicans today that control their Party care little about the average American Citizen. They care plenty about profits and how to keep them. And they care little about the domestic economy but plenty about the Global Economy. It is all about the money.
