simply stated, a refugee is forced to flee for their lives. an immigrant chooses to move to another country.
under the above definition i believe the central american people seeking asylum in the u.s. are refugees.

this is not to say that canada does not have its own immigration problems. we do, for example the scandalous cash-for-citizenship Immigrant Investor Program.
