With GSM you could have multiple SIM cards. I knew Europeans who traveled a lot and had multiple SIM cards for different countries. I am not aware of any current technology which supports that.

The provider that I use for Europe has now almost entirely switched to SIM cards for upgrades and continued service. (Mobal) I know in Italy you can get a SIM almost anywhere for Italian calls. Pretty reasonable too.

They have some pretty cheap unlocked phones and some that are more expensive with more features.
