I realize that one can't rely on proper syntax for interpreting Trump's words but, not having this alleged special ability to take him seriously without taking him literally, I have nothing else to go on but his scramble of words that pass for sentences.

He may have meant what you claim but that's not what he said. Also not what he said when he used the word, "infest." Add to that he context of his general demeaning attitude towards the other and nothing to support a contrary view, I have to take him to mean what he said.
