What that post says, if you rely on standard construction, is that the Democrats don't care about crime. They want illegal immigrants to pour into and infest our country because they are seen as potential Democratic voters.

The reference to MS-13 is an aside. It makes no sense that "infest" applies to "MS-13" rather than "illegal immigrants" because, while there may be enough MS-13 to do damage, there are not enough of them to make a difference in an election even assuming that they would be inclined to vote, which is unlikely.
