That might be a major factor in the cost-benefit analysis- LVLT has a ton of dark fiber laid, but that is mostly in the backbone. The further you get toward the edge, the more fiber constraints there are, and laying dark fiber in metro is more challenging than laying it for long haul trunk transport. Getting a more efficient and flexible foothold in metro can lay the foundation for a more flexible capacity increases in long haul. That may explain why INFN chose to get the metro ICE platforms out before the long-haul ICE 36000-
