President Bush asked Congress for emergency legislation. The vast majority of republicans in both Houses of Congress said no. When TARP failed the first time the Dow suffered its largest one day decline in history. Republicans were unmoved. Faced with economic Armageddon, they did nothing and Democrats came up with majorities in both Houses.
