First, let's remember that there are only about 325 million American citizens.
The current population of the United States of America is 326,733,409 as of Wednesday, June 27, 2018, based on the latest United Nations estimates. the United States population is equivalent to 4.28% of the total world population.
And we have no reason to think that there are ONLY 165 million who want to come here.

There are well over 5 billion people on Earth. With open borders, exactly when would it get so bad here that people would stop coming?

When we have no more housing, no water, no sewer systems, and no food or land to grow it on?

When we are left with only filth and disease?
