That depends. The Microsoft Windows 95 Dial-Up Networking client version 1.2 supports PPTP tunnelling, so a certain degree of VPN connectivity is built into the client operating system. On the other hand, New Oak have their own client software which I'm guessing replaces or sits on top of Microsoft's TCP/IP stack. Either way the applications neither know nor care whether they're using a VPN.

Moreover, the VPN function doesn't need to be built into the client operating system at all. It can very easily reside in a service provider's RAS, or in a dial-up router like Bay's Nautica series.
