Nope. Now the part about the ash means it has a lower mineral content per unit volume. What replaces that mineral content? Well, for anthracite coal, it only has the minerals and...

Carbon. Which, when oxidized, burned in this case, makes CO and CO2.

So low mineral coal actually produces more CO2 per unit volume or weight than high mineral coal.

And who calls it "clean coal" anyway?
