The main leverage that the U.S. has against China for stealing proprietary technology is not the bully pulpit or the imposition of protective tariffs in the guise of national security. It takes the form of carefully crafted actions behind the scenes, out of the public eye, avoiding loss of face by leaders in the offending company or nation.

That is, if you impose a tariff along with public shaming of a country or firm in that country, all you do is create a further basis for retaliation. If, on the other hand, you work behind the scenes with tactics like somehow delaying shipments coming into a port through customs, placing a nation's diplomats under more obvious surveillance (so that they know they are being followed), and have high ranking officials sending official, non-public communications to leaders, suggesting that there are some legal issues involving, say, AMSC that you are not comfortable with; that's the best way to get things done.

I know from several years experience working in Asian and southeast Asian countries.
