The consensus seems to be .25M = Cymer! Right?

It seems that anyone converting to .25M (which is just about everybody, see: AMD, Lucent, Intel, ...) will be using a Cymer laser because this is the superior technology and the only technology that will allow smaller specs in the future.

Given this plus manufacturing capacity and a current PE of ~20:

Cymer = strong buy (no brainer!)
