Absolutely.

As I've said before, Obama lost my vote when I read the details of Obamacare. There was nothing in it to prevent people who had lots of assets but could produce a tax return showing low income from getting the government to subsidize their health insurance.

This type of weakness exists in almost all government assistance programs---food stamps, Medicaid, housing assistance, etc. One of the worst is the earned income tax credit. A woman can divorce and receive a boatload of assets. But if she has small children and takes an entry level job or chooses to work parttime, she can get that tax credit on behalf of her children. And Obamacare subsidies too.

Medicaid is means tested but its weakness is that people can choose to work parttime and still get Medicaid. For ex., people, usually younger, who live with a significant other or with parents and elect parttime work.
