It is, and has always been, but I don't know what could be done about it, do you?

Data are available in government systems on income but not net worth. If we're going to have programs that are means tested, we're stuck with it. The only alternative would be to have everyone report their assets along with their income each year. That would be a pretty big burden on citizens and an even bigger burden on the government to verify the information. It's not likely to be cost effective. Either that or don't means test--just give the benefit to everyone or no one.

Obama lost my vote

It's not fair to blame the problem on Obama or Obamacare. The problem is baked into the concept of assistance programs. And even the way we generally measure wealth in the country for any purpose. It's all income, which is not a perfect proxy for means.
