If the program includes language regarding assets, as does Medicaid, and then the applicant is asked to list those assets, it would probably go quite a ways on limiting the abuse. Not perfect, but still good. Most people are reluctant/fearful of putting a blatant lie on paper. Advertised spot checking would make them even more fearful, lol.

The mistake is to do nothing beause a perfect solution doesn't present itself.

Just like on the tariff issues. Trump isn't starting a trade war; we have been in a trade war for twenty years.
Trump is fighting back with all guns blazing rather than nibble his way through with a little WTO skirmish here and there, skirmishes that take years to get an adjudication.

How Obama could step aside and let the continued theft of US IP go on is bewildering. He only complained and wrung his hands.
Now China most likely has the tech wherewithal to build its own supply chains and starve ours out of the game. The more I read, the more convinced I am that Trump has to treat this as our Alamo. If it fails, we were already on the path to failure anyway.

We have soybean farmers in our family. They can plant other crops if necessary and aren't terribly upset. Also they have been selling to Brazil so now I'm wondering if those same beans will wind up in China, lol.
