The greatest problem is when the state sets up a retirement system generally they have employee contributions which are matched by the government contribution. All was fine until the states began to borrow from the funds and not pay their share into the system. You then had politicians using those funds to fill their budget shortfalls. Public unions went along with the scheme as they were awarded substantial salary increases from the borrowers. Now they turn on the workers and publicly accuse them of the cause of the problem. Yep, the workers are the bad guys not the government abuse and mismanagement. .
