Are you saying the Senate passed the bill before Barney Frank, who was in the minority, could stop it?

Explain what sort of convoluted reasoning and fictional universe this makes sense in.

Republicans didn't even try to pass anything. Not once. Introducing a bill that goes no place is not the same as passing a bill or trying to pass a bill.
